General: The Muddy River Flood Risk Management & Environmental Restoration Phase 1 Construction Project is located in the footprint generally between the Riverway downstream to Avenue Louis Pasteur. The major project components involve the installation of a 10‐foot by 24‐foot box culvert under the Riverway roadway, the installation of 10‐foot by 24‐foot box culvert under the Brookline Avenue roadway, daylighting of the area between the Riverway and Brookline Avenue, and daylighting of the area between Brookline Avenue and Avenue Louis Pasteur. Daylighting is the removal of existing twin 72″ culverts and excavation of the area to return the waterway to a natural state. This Notice is intended to identify the general construction activities that will be performed in the next 90 days. A figure that shows the existing conditions and the proposed improvements is at the end of this report.

August 2013 through October 2013 Period:

  • We have completed all of the work on the Landmark Center. The driveway has been relocated, the lightinh bollard bases installed and the area graded.
  • We will continue working on island removals/reconfigurations and construction of sidewalks and pavement in support of Stage 1A1/1A2.
  • This includes work at intersection of Park Drive/Riverway/Riverway Connector, work parallel to the Riverway Connector adjacent the
  • Former Sears Parking Lot, and work to the southeast of Brookline Avenue northwest of the “Jug Handle” area.
  • We will begin removals of existing traffic signals and mast arms/posts that are not needed for Stage 1A1/1A2 traffic pattern as conditions permit.
  • We are working on the installation of traffic signal conduit and interconnect conduit in support of the Stage 1A1/1A2 traffic pattern.
  • We are currently installing End‐Condition and/or temporary traffic signals and posts that are needed for the Stage 1A1/1A2 traffic pattern.
  • We are coordinating with NSTAR for the removal of the NSTAR roadway lights that interfere with proposed construction. As thes4ee lights are removed we will begin installation of wood poles and temporary luminaires/lights as needed for illumination of roadways/areas previously lit by NSTAR roadway lights.
  • We are continuing with the installation of the Stage 1A1 drilled shafts within cofferdam in Former Sears Parking Lot.
  • In September and October we will construct upstream cast‐in‐place pile caps and wingwalls for Brookline Avenue culvert.
  • We will begin the installation of the Stage 1A1 precast culvert sections.
  • Backfilling of cast‐in‐place pile caps and wingwalls and set precast culvert sections will be done.
  • We have been working on traffic management changes, island modifications, the relocation of the Landmark Center driveway and new traffic signal supports/signals, needed for the installation of the culvert under Brookline Avenue. Once fully implemented, traffic on
  • Brookline Avenue between Fenway and Park Drive will be one way only headed inbound. This traffic change is expected to be implemented on 8 September. Traffic coming down Brookline Avenue or Boylston Street outbound that want to continue down
  • Brookline Avenue to the medical center will need to travel around the rotary between Brookline Avenue, the Riverway and along
  • Fenway. New traffic signals will be installed to ease the congestion that occurs when traffic traveling down Park Drive from Brookline tries to merge with traffic exiting the Riverway from Brookline. A figure showing the new traffic pattern for this period is shown on at the end of this notice.
  • Once we implement Stage 1A1/1A2 detour we begin 48” and 12” water line relocations. These are needed because the lines in their current location will not fit over the new culvert.
  • After the water relocations we install Support of Excavation (SOE) for remainder of Stage 1A1 and 1A2 culvert. SOE involves driving sheet piles to support excavation of materials. Once it is installed we will excavate within installed SOE to subgrade. Once that is done we can install the remainder of Stage 1A1 and 1A2 drilled shafts.
  • The contractor will perform soil borings for river diversion design.
  • The contractor has been moving pedestrian crosswalks/sidewalks as needed for the construction. Please if a pedestrian walkway is closed and redirects you to another sidewalk do not walk on the closed sidewalk. The sidewalk is closed not to inconvenience people, but rather for the pedestrian’s safety.
  • If you any questions, require additional information or would like to be added to the Project Contact List, please email the project mailbox at MuddyRiver@usace.army.mil
